Phil Stephens, Development and Commercial Director
Phil leads a 75-strong team comprising development, asset management, architects and home ownership, and is in charge of delivering 1,250 new homes a year on behalf of the four Sovereign subsidiaries.
Phil has over 35 years’ experience in the development and construction industry, predominantly in senior management positions. His broad spectrum of knowledge spans everything from private practice quantity surveying and speculative house builders to major social housing contractors. He has been involved in steering groups for both the National Housing Federation and the Homes and Communities Agency, both regionally and nationally.
James Gibson, Regional Development Director
James Gibson has been delivering affordable housing across South West England for over 15 years. He joined us as a newly qualified graduate and then spent five years at Gloucestershire Housing Association before returning as Assistant Development Director in 2001. James has helped to deliver everything from small rural opportunities to large multi-phase regeneration projects, such as Barton Hill in Bristol and Devonport in Plymouth.
Roger Keeling, Regional Development Director
As a Regional Development Director at Sovereign, Roger is responsible for the delivery of Sovereign's development programme in the East region. He is a Chartered Surveyor who has worked in both the private and public sectors. He began his career as a commercial valuer before moving into urban regeneration consultancy, primarily in London.
David Ingram, Estates Development Director
David joined Sovereign Housing Association as Asset Manager in 2004. He is experienced in assessing properties and developing solutions to ensure that each achieves the best possible value for money and resident satisfaction. Recently this led to us redeveloping St Donats in Newbury, Play Platt in Theale, Lea House in Bradfield and Cleveland Place in Christchurch.
Before joining Sovereign, David worked in commercial property development and management within the private sector. He trained as a building surveyor in local and central government before moving to Marks and Spencer and Grand Metropolitan Estates.
Tony Quigley, Director of Home Ownership
Tony previously worked for eight years in housing and social services at the Royal Borough of Kensington & Chelsea, followed by 13 years with housing associations in development and asset management roles before joining Sovereign in July 2007 as Assistant Director responsible for Home Ownership.
He is an associate member of the Chartered Institute of Housing, Chair of the National Housing Federation South West Home Ownership Group and a member of the national Home Ownership Advisory Panel.
